Study Fees

The state of Baden-Württemberg has implemented study fees for International students, as well as for those studying a second degree, from winter semester 2017/18.

Act on Fees in Higher Education of the Land of Baden-Württemberg (LHGebG)

Fees for second degrees

According to the proposed legislation all future students who have already completed a bachelor or a master degree in Germany, and who take up a second or further degree program, in an undergraduate degree (bachelor, or state examination), or in a second or further consecutive master degree, will have to pay fees amounting to 650 Euro per semester.

A fee for a second degree will not be levied, provided a fee for International students has already been charged. A degree obtained abroad will not be taken into consideration.

According to the proposed legislation a taker of a second degree will be exempt from paying the fees if, according to professional regulations, the attainment of an additional qualification is required (e.g oral surgery). The same is valid for the study of an extension subject in the framework of a teaching profession.

The following shall be exempt from paying the fees:

  1. Students on a leave of absence provided that the application for the leave of absence has been submitted before the start of the lecture period.
  2. Students on an internship, which is an obligatory part of their degree.
  3. A student with a significant disability, which subsequently has a negative impact on their studies in accordance with § paragraph 2 SGB IX

A course change within a study program will not lead to the levy of the fee for a second degree program.

Both students and applicants are compelled to provide relevant documents and information evidencing an exemption at the time of enrolment or re-registration respectively, at the very latest.

Fees for international students

Affected are International students who are neither nationals of a member state of the European Union (EU), nor another contracted member state of the European Economic Area (EEA), this means from Norway, Iceland or Liechtenstein, and who will take up a bachelor degree, consecutive master degree or state examination from winter semester 2017/2018. This does not apply to continuous education programs.

The fees amount to 1,500 Euro per semester. In addition, the usual semester contribution (currently 161 Euro per semester) will also need to be paid.

International students who began their studies before the 2017/2018 winter semester may complete them in the selected field of study and degree program without being required to pay tuition. If one is enrolled into two subjects (e.g. a Bachelor of Arts with a major and a minor), one is permitted to change one subject once without paying the fee.

   


 

The following International students are not liable to pay the fees:

Please note: This list is merely a brief summary. The specific documents required for each reason are listed in the application form. Please also read the information in the section on submitting the application form below.

  1. Holders of a German high-school diploma
  2. Relatives (Spouse, Child) of EU/EEA nationals in accordance with § paragraph 3 of the Freedom of Movement Act/EU.
  3. Foreign nationals with a residence visa or with a permit of permanent residency/EU in accordance with the Residence Act.
  4. Foreign nationals with a permanent abode in Germany and a permission to reside according to international law, humanitarian, political, family and other grounds and with a good prospect of staying in the country (e.g. entitled to asylum, acknowledged refugee status in accordance with the Geneva refugee convention, or from family reunion to German, or to foreign nationals, with a permanent abode).
  5. Foreign nationals with a permanent abode in Germany who stay legally for 15 uninterrupted months in the country and who possess a specific residency permit.
  6. Tolerated foreigners with a permanent abode in Germany who stay legally for 15 uninterrupted months in the country.
  7. Foreign nationals who have been living in Germany for 5 years and who are legally employed. The applicant has to provide evidence of 60 months in which the income was at the respective month’s maximum BAföG level + 20%. Marginal employment (“geringfügige Beschäftigung”) cannot be considered. Detailed information can be found in the application form.
  8. Foreign nationals who have a parent who has been been living in Germany for 3 years overall during the last six years, and who is legally employed. The applicant has to provide evidence of 36 months in which the parent’s income was at the respective month’s maximum BAföG level + 20%. Marginal employment (“geringfügige Beschäftigung”) cannot be considered. Detailed information can be found in the application form.
  9. Foreign nationals who have a bachelor and consecutive master degree or a state examination (“Staatsexamen”) that have both been completed in Germany; a second degree fee will nevertheless be applicable.
  10. Students with a disability that affects their ability to study to a considerable degree as per Section 2 of SGB IX (German social code)
  11. Foreigners with a residence permit (§55, section 1) and citizenship of a country with so-called good prospects for remaining in the country (Syria, Eritrea)
  12. Phd students
  13. Erasmus Students
  14. International students, who within the framework of the agreement at country, state or international level, and who are guaranteed to be free of paying fees, become matriculated. (see section 6 subsection 1 sentence 1 LHGebG)
  15. Short-term students, who within the framework of an exchange program from the Albert-Ludwigs-University and a partner university, and whose exemptions from fees are expected to be reciprocated, become matriculated.
    Note: so called Freemover, which means students, who study at the University of Freiburg on a self-organized short-term basis which is not part of an exchange program, are liable to pay the fees.
  16. Students participating in university partnerships at the state, national, or international level that do not include a tuition requirement. Also exempt from the fee are students enrolled in international cooperative degree programs that include a required study abroad at a partner institution and lead to a joint degree or a degree from each of the participating universities.

 

Submitting the application form

For applicants before enrollment:

When you apply and get accepted for a Bachelor, consecutive Master or State Examination degree program (this does not apply to continuous education programs), you will receive a separate payment request (notification of fees) in the post. Additionally, you will receive a ready-made application form with your individual applicant number. The application form will list under which conditions you would not have to pay the study fees and which evidence (certificates, residence permit etc.) you must provide in order to be exempt. This application can be submitted to the University until the start of lectures. Subsequently you will receive confirmation on whether or not you have to pay the fees.

If you are required to pay the fees then you must pay by the end of the matriculation deadline at the very latest.

For students who are already enrolled:

Please hand in the complete application form with all required documents before the start of the lectures. After the start of lectures, no application forms can be accepted anymore (only for the following semester). (LHGebG §10 section 1).

Should the conditions for an exemption be met for the first time within one month after the start of lectures, you may still apply for the exemption up to one month after the start of lectures.

Please note: Should the decision regarding your application for exemption not be made before the end of the rematriculation/matriculation deadline, you have to rematriculate as usual and on time. Should your application for exemption be approved, the international tuition fees (1500€) will then be refunded to you.

 
The following International students can be exempt from the international tuition fees:

  1. Students on a leave of absence, provided that the application for a leave of absence was submitted before the beginning of the teaching period
  2. Students in a semester of study in which they are completing the practical year in accordance with Section 1(2) Clause 1 No. 1 of the Approbationsordnung für Ärzte (German medical licensing regulations). Application for exemption from tuition fees for international students in the practical year and/or practical study semester
  3. Students in a practical semester that is a fixed component of the study regulations to be completed within the standard period of study. The application has to be submitted before the beginning of the teaching period. Application for exemption from tuition fees for international students in the practical year and/or practical study semester Note: If you intend to complete a voluntary internship that is not a part of the study regulations for your degree program, you may only be exempted from tuition if you have applied for a leave of absence in time (see 1.). 

Deferment, waiver and reimbursement of tuition fees

With special consideration of the current situation and in order to avoid individual hardship for students who, through no fault of their own, have got into an emergency situation after starting their studies due to the Covid 19 pandemic, it is possible to apply for (partial) waiver, deferment or refund of tuition fees for SS 2020 and/or WS 20/21.

Please note that you must transfer the obligatory semester fee of 161 EUR in due time even if you apply for a deferment or waiver of tuition fees!

Waiver, deferment and refund of tuition fees for international students:

The Corona Pandemic has considerable consequences for international students at the University of Freiburg. International students subject to tuition fees therefore have the possibility of applying for a (partial) deferment, a (partial) waiver or a (partial) refund of tuition fees according to § 7 Landeshochschulgebührengesetz (LHGebG) in the cases listed below due to considerable financial hardship or in the case of personal or material inequity according to § 1 paragraph 2 LHGebG in conjunction with § 22 para. 2 Landesgebührengesetz (LGebG).

Please note that you have to transfer the obligatory semester fee of 161 EUR on time even if you apply for a deferment or waiver of tuition fees!

1. Deferment and waiver according to hardship clause § 7 LHGebG (because of a financial emergency after the start of studies through no fault of your own):

Please note that you must not yet have paid the tuition fees if you wish to claim financial hardship!

Before you submit the application, you must first exhaust other funding possibilities. Therefore, please enclose with your application proof that you have applied for the KfW Student Loan, the granting of which is dependent only on enrolment and a German registration address and which is granted interest-free until 31 March 2021.

In the event of a complete or partial cancellation of the university's study, examination and supervision services due to the corona pandemic (factual inequity), in particular in the event of the cancellation of final examinations in the winter semester 2020/21 and the resulting unplanned re-registration for the summer semester 2021 or the cancellation of courses and study and examination services,

3. Waiver and reimbursement according to § 22 LGebG - personal inequity

In the event of a complete or partial impossibility, for which you are not responsible, to take advantage of the study, examination and childcare services offered by the university and to perform study services (personal inequity), in particular due to an entry which has been officially prohibited or delayed due to the Corona pandemic or due to the need to care for your own children due to the closure of day-care centres or schools.

Voucher for international students

What is the Voucher System?

  • the voucher system is a special offer for international students who pay tuition fees
  • the voucher system was introduced for the first time in the winter semester 2019/20. Since that semester, each international student receives 3 vouchers for each semester in which they pay tuition fees
  • by using vouchers, additional courses of the University of Freiburg and its partners that are subject to fees can be attended free of charge
  • cash payment is not possible!

What is a voucher?

  • a voucher is a "virtual" credit and is equivalent to the amount of 80€

Who receives vouchers?

  • vouchers are given to international students who pay tuition fees
  • international students who do not pay tuition fees will not receive vouchers

How do I receive my vouchers?

  • each semester that you pay tuition fees, you will receive 3 vouchers worth €80 each
  • you don't have to do anything and no application necessary: the number of vouchers you receive is automatically recorded and updated by us

How many vouchers do I have?

How long are the vouchers valid or when do they expire?

  • you do not have to redeem all vouchers at once, you can also take courses in later semesters or during semester breaks
  • any additional vouchers you receive will be added to your existing balance
  • the vouchers only lose their validity when you unregister from the University of Freiburg, when you finish your studies (Exmatrikulation)

I was exempted from tuition fees - can I still use my vouchers?

  • it is only possible to use the vouchers if tuition fees have been paid
  • if you are exempted from tuition fees, the vouchers will also lose their validity and you will have to pay for the courses

What can I use the vouchers for?

You can use the vouchers for:

  • Language courses at the Language Teaching Institute (Sprachlehrinstitut SLI)
  • German courses at the Faculty of Technology
  • Workshops for Academic Integration
  • Workshops for Social Integration and Intercultural Skills
  • Workshops for Application Training and Job Skills
  • Study tours from the travel program of the Studierendenwerk Freiburg

I would like to attend language courses at the Language Teaching Institute (Sprachlehrinstitut SLI) - how do I redeem my vouchers?

 

Use of vouchers for language courses with 2 or 4 semester hours per week:

1. course selection and registration:

  • made directly through the SLI website: www.sli.uni-freiburg.de
  • the voucher system is valid for all SLI language courses that cost 80€ or 160€:
  • for the language courses with 2 SWS (80€) 1 voucher will be charged
  • for the language courses with 4 SWS (160€) 2 vouchers will be charged
  • besides German you can also learn/choose any other language

2. payment of the course fee:

  • pay the course in advance at SLI (80€ or 160€)

3. participation:

  • participate in at least 70% of the course
  • you will receive a certificate of attendance at the end of the course

4. refund of the course fee:

  • the refund of the course fee (80€ or 160€) will be made after the completion of the course
  • please send an email to voucher@service.uni-freiburg.de and submit the following documents:
  • Certificate of Attendance
  • Address (street, postal code, city)
  • Bank details (IBAN and BIC)
  • you will then receive a confirmation from us and we will refund the course fee. The corresponding amount (80€ or 160€) will be transferred to your account
  • a refund before completion of the course is not possible!
  • a refund of the course fee is also possible if you do not pass the final exam

 

Use of vouchers for intensive language courses:

Currently there are no intensive courses that can be reimbursed under the voucher system

I am a student at the Faculty of Engineering and would like to attend a German course at the Faculty of Engineering – how do I redeem my vouchers?

  • The course fee is to be paid directly to the teacher during the first lesson.
  • Reimbursement is only possible prior to the second session.
  • International students who are subject to tuition fees can pay for this course using a voucher. Since one voucher is equivalent to 80 Euros, you have to top it up with a payment of 20 or 40 Euros (depending on the number of lessons offered in the specific course). If you are eligible for vouchers and you want to pay for this course by voucher, please state it when registering for the course.

The evening courses offered at the SLI consist of 2x2 lessons per week, i.e. 52 lessons for the whole semester. The cost is 160 Euro or two vouchers.

How to ... study in Freiburg? Ways through the University of Freiburg

By studying at the University of Freiburg, international students not only get to know a new city in a different country, but also a new university system and a new teaching-learning culture. In order to cope well with studying at the University of Freiburg, it is worthwhile to familiarize yourself with the peculiarities of studying at a German university.

In the three-part online workshop, we will take a practical look at how knowledge is imparted (e.g. lectures, seminars) and acquired (e.g. forms of learning, working groups, tutorials) at the University of Freiburg, which soft skills are expected of students (such as independent learning, discussion culture) and which relationships and forms of interaction can prevail between teachers and students. In addition, we develop concrete ideas together on how students can organize their everyday life themselves so that they can get through their studies at the University of Freiburg well and remain motivated.

In the Kick Off, we get to know each other and collect topics and questions that particularly concern the participants. We will then discuss and work on these in the course of the other dates and the self-study phase, which is to be scheduled between the 3 dates.

Dealing with diversity in intercultural contexts

The aim of the training is to reflect on how we deal with diversity and to develop new skills for intercultural contexts.

Topics are:

  • unconscious bias: what influences our way of feeling, thinking and acting?
  • interrelation between bias and culture
  • strategies against stereotypes and prejudices
  • own and foreign values and ways of acting
  • cultural differences seen on concrete examples and communication situations
  • reflection on own intercultural experiences
  • developing strategies for diversity contexts based on an appreciative attitude

We learn from and with one another, with a little theory and, above all, with practical examples and experiences. The aim of the training is also to bring the participants into contact and to work with their own questions and examples.

Methods: presentation, case studies, group work (in breakout rooms), videos, exchange and discussion

The workshop includes 4 modules:

  1. application basics, optimizing application documents (resume, cover letter and video application)
    attractive documents increase interview invitations
  2. access to the hidden job market
    s
    tudies show that 2/3 of all jobs are never published: Various methods can be used to gain access to the hidden job market and increase the number of invitations tremendously
  3. body language in the job interview
    the recruiter's decision for or against a candidate depends 80% on the candidate's body language. Candidates who are trained in body language can significantly increase their success rate in the interview
  4. psychology in the interview
    those who know the key variables of the psychological side of the application process will keep their nervousness under control and be able to convince recruiters of their worth with a professional appearance
    Each module includes a video with introductory input on the topic and a transfer task to prepare for the 90-minute online seminar. In the latter, open questions are clarified and the topic is deepened according to the needs of the participants.
    For this purpose, a short get-to-know-you interview is held with each participant before the first seminar and they receive individual feedback on their CV between the 1st and the second seminar.
